Managing Partner Jay Brigham joined Morgan, Angel, Brigham & Associates in 1997. After receiving his Ph.D. from the University of California, Riverside (UCR), Dr. Brigham taught at UCR; the University of Nevada, Las Vegas; and Arizona State University. His areas of expertise include American Political History, the American West, Environmental History, and Federal Indian policy. The University of Kansas published his book on the public power movement, Empowering the West: Electrical Politics Before FDR, in 1998. Dr. Brigham has also authored several articles, written book reviews, and delivered presentations on the history of energy, the West, and the environment. He has authored expert witness reports that examined public policy issues during World War II and the Korean War, energy issues, mining cases, U.S. Army Corps of Engineer dredging, and Takings cases for the U.S. Department of Justice and for private law firms. Dr. Brigham has given expert testimony in U.S. District Courts and the U.S. Court of Federal Claims and is presently serving as an expert witness on several Superfund cases involving issues dating from World War II through the Cold War as well as a number of cases involving Native Americans.
Terence Kehoe offers clients expertise in the history of Federal Indian policy and environmental history. Dr. Kehoe earned a Ph.D. in American History from The Ohio State University in 1995, and has taught at Ohio State, Wake Forest University, and Otterbein College. Dr. Kehoe is the author of Cleaning Up the Great Lakes: From Cooperation to Confrontation, published in 1997 by Cornell University Press, which was based on extensive research in the records of state regulatory agencies and the Federal Environmental Protection Agency and its predecessors. Dr. Kehoe has also published articles on government-business relations and the history of water pollution control in scholarly journals such as the Journal of Policy History. Since joining Morgan, Angel, Brigham & Associates in 1999, Dr. Kehoe has conducted research and authored reports on American Indian policy and environmental issues for the Justice Department, the Interior Department, and the Treasury Department, as well as for private law firms and consulting firms. He has also testified as an expert witness in cases involving the Federal Government’s management of Indian trust assets and the history of a New Mexico land grant.
